House Advances Bill to Speed Up Federal Permits

The House advanced a bill designed to speed up the federal permitting process Tuesday.

The SPEED Act will be considered on the chamber floor Thursday after it advanced by a 215-209 vote.

The bill would overhaul the National Environmental Policy Act to remove regulatory roadblocks around building and completing energy projects.

To get Republican holdouts, Reps. Andy Harris, Md., and Jeff Van Drew, N.J., on board, Republican leaders had to alter a provision of the legislation to ensure the Trump administration can continue to block offshore wind developments in their two states, Politico reported.

Originally, the bill included language that would make it harder for presidents to cancel permits for any energy project to address concerns from Democrats and the energy industry that their projects could get rejected depending on who was in power, according to Politico.

Harris and Van Drew, along with GOP Reps. Scott Perry, Pa., Chris Smith, N.J., Tim Burchett, Tenn., and Anna Paulina Luna, Fla., were concerned that would undermine Trump's anti-offshore wind agenda, Politico reported.

All but Smith and Luna flipped their votes.

The act's sponsor, Rep. Mike Collins, R-Ga., told Newsmax last week that his proposal helps eliminate damaging and wasteful red tape from interfering with important public works projects.

He said the SPEED Act is "really simple," explaining that "we're not changing any of the water regulations, so we're not dirtying water; we're not doing anything with the regs."

Collins said the bill's purpose is "making the federal government more efficient, more productive, and issuing these permits faster and making things more affordable for the American people."

Republican Reps. Chip Roy, Texas, Kat Cammack, Fla., Andrew Clyde, Ga., and Andy Biggs, Ariz., also supported the legislation after initially withholding their votes, Politico reported.
