President Barack Obama came into office promising "a new era of open government," but a new study says he's having a tough time getting all federal agencies to follow through on that pledge.

A private group, the National Security Archive, has looked at how agencies are administering the Freedom of Information Act.

Its report finds a mixed record of how 90 agencies have responded to Obama's directives to open more records, as well as to the guidelines and training sessions that followed from the Justice Department.

The audit was released Sunday, the first day of Sunshine Week. That's an annual observance by journalism organizations to promote open government and freedom of information.
