Republican presidential candidate Mitt Romney has a new web ad out that attacks Texas’ granting of in-state tuition to children of illegal immigrants, noting fellow candidate Rick Perry was congratulated by former Mexican president Vicente Fox for the law.

The ad first links Perry to Democratic leaders: “Who supports Gov. Perry’s decision to give instate tuition to illegal immigrants?” the ad’s narrator says. Images of President Barack Obama, Nancy Pelosi, and Harry Reid show up on the screen.

The ad then plays a clip of a Fox speech.

“I want to publicly recognize Gov. Perry and the state of Texas by having taken that step forward when you have decided to give access to Mexican migrants to universities in Texas,” Fox says.

The ad then shows Perry calling critics of his tuition policy “heartless” at the last Republican debate and Romney taking issue with that view.

“Four years of college: It’s almost a $100,000 discount if you’re an illegal alien to go to the University of Texas,” Romney says. “If you're a United States citizen from any of the 49 other states, you have to pay $100,000 more. That doesn’t make sense to me.”
