Wisconsin Gov. Scott Walker, who galvanized Republicans across the country by beating back a recall attempt in June, echoes the calls of many others in the GOP for Mitt Romney to adopt a more forceful presidential campaign.

“I think there’s a lot of caution. I think the mistake that they’ve made is the feeling like it can just be a referendum on the president,” Walker told MSNBC’s “Morning Joe” program Wednesday, Politico reports.

“It’s certainly a part of it for any incumbent. It’s got to be a referendum on do you like or dislike, not just the president, but his policies. But there’s got to be something more. People don’t just vote somebody out. They’ve got to vote somebody in.”

Walker said Romney is fully capable of articulating a strong, coherent set of policy ideas but has yet to do so. He wants that to happen at the convention next month in Tampa. “I certainly hope when they get to the convention that will be kind of the new splash out there,” Walker said. “I think he’s the capacity to. I mean, look at his background in business, at the Olympics, as a governor.”

Walker said Romney would do well to set up more intimate, town-hall style events. “When he was with [Wisconsin Rep.] Paul Ryan and me in Janesville [Wis.] a few weeks ago, on that bus tour, I thought he was great,” Walker said.

“He relates to people well, relates to small-business owners well. I would like to see more of that. Maybe get him in a bus, get him around swing states and not let him out until Nov. 6. In fact, I would get rid of the podium, I’d give him a mic, get him right in the crowd and defy all the stereotypes built about him in the media, because I think he can relate.”
