House Republican leaders are set to reveal an agenda for the rest of the year that will attempt to accomplish three goals: Play up Republicans’ contrast to President Barack Obama, provide a potent policy platform for GOP members of Congress in November, and avoid giving Democrats an opening to label Republicans as do-nothing obstructionists.

The House Republican leaders will discuss the ideas privately with their rank-and-file beginning Tuesday, Politico reports. The policy ideas will range from an overhaul of the personal and corporate income tax codes, to a broad deregulation effort, to reform of energy policy. Other issues under consideration include Obamacare, entitlement reform, and debt reduction.

Some Republican House members have been concerned that their focus during the past few months has gone to smaller issues, such as an unsuccessful attempt to pass a highway bill. They want to be able to run on specific policies that will attract voters in their re-election bids this fall. And House GOP leaders want their caucus members to go back to the basics that will allow the party to maintain control of the House.

The leadership’s new plan stems from previous initiatives, such as the 2010 Pledge to America, and includes new planks adopted after a House GOP retreat in January, said Kevin Smith, a spokesman for House Speaker John Boehner.
