WASHINGTON  — Senate Democrats will offer a plan to end the shutdown of the Federal Aviation Administration that includes cuts in air service subsidies to some rural communities.

The staff of Sen. Jay Rockefeller, chairman of the committee that oversees FAA, said in an email that Democrats hope to bring a bill to end the shutdown to the Senate floor as early as Monday night.

They said the bill will go farther than the House has proposed in cutting rural air service subsidies.

Rockefeller, a West Virginia Democrat, and other lawmakers have said House Republicans are using the subsidies cuts as leverage to force Democrats to accept a labor provision the White House has threatened to veto.
