Thursday, 13 November 2014 06:40 PM EST

The new Republican-led Congress should tackle the controversial employer mandate in the Affordable Care Act as its first act, says healthcare expert Grace-Marie Turner, president of the Galen Institute.

"Even people on the left are now saying that the employer mandate is not doing any good and in fact, they may be implicitly acknowledging it's harming America. It's harming job creation … throwing people out of full-time jobs into part-time jobs," Turner said Thursday on "The Steve Malzberg Show" on Newsmax TV.

"The American people are starting to feel the impact directly on them and their families, their livelihood and their jobs."

The mandate — originally set to begin in 2014, then delayed until 2015 —requires all businesses with over 50 full-time employees provide to health insurance for their full-time workers or pay a penalty.
