North Korea’s threat today that foreigners should evacuate South Korea because of a risk of “thermo-nuclear war” is the latest effort by Pyongyang to pressure the United States to agree to multilateral talks. It’s possible that North Korea will attack the South, but not likely. It’s more likely that it will launch a test of a ballistic missile in the next day or two as a show of strength and to mollify the hard-line North Korean generals.
