The arrival of a deep-water oil rig off of Cuba’s northern coast Thursday raises the prospect of massive oil revenues that could revive Cuba’s economy and undermine U.S. sanctions. It could also quite easily lead to an oil spill just 90 miles off the Florida coast.
The Chinese built it, Europeans own it, and American companies can have no part of it. The result is that the rig is missing one essential piece of equipment that could prevent oil from washing up on Florida’s beaches in the event of an oil spill.
