WASHINGTON — The Obama administration is pledging to provide financial aid to Pakistan despite a feeble U.S. economy and a sometimes rocky relationship with Islamabad.

In a status report to Congress on Afghanistan and Pakistan, the State Department said civilian aid to Pakistan dropped from $1.5 billion to $1.1 billion this year. The administration said how much is provided next year is uncertain but the administration is committed to "robust, multi-year civilian assistance."

The U.S. has been frustrated with Pakistan's willingness to crack down on the Haqqani network, considered a major threat to American troops in Afghanistan. The relationship reached a low point in May when U.S. forces found and killed al-Qaida leader Osama bin Laden deep inside Pakistan.

The Associated Press obtained a copy of the report from congressional officials.
