North Korea says it’s going to use a long-range rocket next month to put a satellite into orbit. But the real purpose of the launch, it’s clear, is to test an intercontinental ballistic missile capable of delivering a nuclear payload as far as California. The new regime in North Korea is just as bad as the old, it seems. It could even turn out to be worse.
