Secretary of State Rex Tillerson praised his Mexican counterpart Wednesday for offering to help the United States as massive and historic flooding plagues Texas and Louisiana.
"I particularly want to thank the government of Mexico for its offer of assistance to the state of Texas," Tillerson said during a joint press conference with Mexican Secretary of Foreign Relations Luis Videgaray Caso in Washington.
"They've offered a wide range of assistance, coordinating with the governor down in Texas and also through [the Federal Emergency Management Agency]. It is very generous of Mexico to offer their help at this very challenging time for our citizens down in Texas and now moving towards the border of Louisiana."
Caso replied, "You're absolutely welcome. We are here to help. We are neighbors, we are friends, and that is what friends do."
Hurricane Harvey, which was downgraded to a tropical storm after it made landfall near Corpus Christi, Texas last Friday night, has dumped more than 50 inches of rain on Houston and its surrounding area.
The storm is moving east to Louisiana, which is experiencing flooding as well. Thousands of people are stranded in the floodwaters as rescuers try to get to them in boats and helicopters.
Twenty-two deaths have been attributed to the storm, but authorities are worried that the number will climb.
