Larry Kudlow: Trump Gets 'A-minus' Grade on Jobs

Larry Kudlow, the Reagan administration economist who also advised the Trump campaign, said he gives President Donald Trump an “A-minus” grade on helping the jobs market during his first year in the White House.

Trump won the presidency one year ago with a pro-business pledge to grow jobs, cut regulation and spend $1 trillion on roads, bridges and airports. Since taking office in January, Trump hasn’t had any major legislative victories like healthcare reform, but the president is pushing for tax cuts on businesses and middle-class workers.

“Regarding jobs, Trump’s deregulation message (and by the way, that includes Congress, they’ve passed 70 bills), Trump’s executive orders have been a tremendous shot in the arm to morale and confidence,” Kudlow said on business news channel CNBC. “And actually, there’s evidence that small- and medium-size have picked up.”

Unemployment last month fell to near a 17-year low of 4.1 percent, although 765,000 people dropped out the labor force. The labor force participation rate, or the proportion of working-age Americans who have a job or are looking for one, fell four-tenths of a percentage point to 62.7 percent.

Kudlow appeared on CNBC alongside Don Peebles, founder of real estate developer Peebles Corp. and a Democratic supporter. Both men were asked to grade Trump on his first year in office.

Peebles gave Trump a “C” grade for management for not leading by example, he said.

Kudlow was slightly less generous in grading Trump on tax reform. Kudlow and economist Stephen Moore advised Trump’s presidential campaign on cutting business taxes to urge greater investment in the U.S.

“Taxes, a B-plus, because his message has been terrific. Messaging is important. His part of the bill, particularly the business tax cuts, which yours truly contributed to during the campaign, is terrific,” Kudlow said. “And he gets a bill through, and I believe they will after talking to Republicans Senators yesterday, I’m going to move the ‘B-plus’ to an ‘A.’”

Kudlow said Trump’s management deserved a “B” grade, especially as the president worked through early turmoil among his staff and installed retired Marine Gen. John Kelly as chief of staff to replace Reince Preibus, the former chair of the Republication National Committee. Kudlow said Trump needs to get more appointees approved in federal agencies to push for his agenda.

Trump deserves an “A” for foreign policy, Kudlow said, citing Trump’s shift toward a more pro-Israel and pro-Saudi Arabia stance, while trying to undo President Barack Obama’s policies toward Iran. Trump made eradicating ISIS a priority, and has taken a tougher stance on North Korea in an effort to curtail the country’s nuclear weapons program.
