Israel-EU Guidelines on Settlements Unlikely Before November

Officials from the European Union and Israel met in Brussels Thursday for the second time to discuss the EU’s settlement guidelines, according The Jerusalem Post. Israeli officials later advised not to expect any sudden or dramatic breakthroughs.
 
The debate took place within the framework of negotiations on Israel’s involvement in the EU’s 80 billion euro ($107 billion) Horizon 2020 R&D project. The two sides also met in Jerusalem Tuesday.
 
An official said an agreement over Israel’s participation in this program might be signed by mid-November and that the negotiations over the implementation of the guidelines are likely to continue until then.

However, Israel has warned that it would not join the program under the guidelines that were published in July and also banned EU cooperation with any Israeli entities beyond the 1967 lines, including east Jerusalem and the Golan Heights.

The guidelines stipulate that any future agreements between the European Union and Israel must incorporate a territorial clause essentially acknowledged that the West Bank, east Jerusalem and the Golan Heights are not part of Israel.

Greek ambassador Spiros Lampridis told The Jerusalem Post that although the guidelines reflect Europe’s policy towards the settlements for years, that he understood Israel’s objections to signing the territorial clause because it is so “explicit.”
