UN Chief: Both Sides in Syria Violating Rights

UNITED NATIONS — U.N. Secretary-General Ban Ki-moon is accusing both the Syrian government and the opposition of large-scale human rights violations, including torturing and reportedly executing prisoners and failing to protect civilians who are fleeing the country in record numbers.

In prepared remarks to the U.N. General Assembly on Tuesday, Ban demanded that those responsible be held accountable.

The U.N. chief warned that the intensifying war in Syria is engulfing the region and accused the Syrian government of indiscriminately shelling densely populated areas.

He called on both sides, but especially the Syrian government, to stop the fighting and urged the world's deeply divided nations to unite behind an initiative that can end the 18-month conflict.
