The Kremlin on Tuesday said that a planned treaty with North Korea will provide for "strategic cooperation" in all areas.
Kremlin spokesman Dmitry Peskov said Moscow would share further details of the agreement once it was completed.
Tensions have been rising on the peninsula after North Korea blew up sections of inter-Korean roads and rail lines on its side of the heavily fortified border on Monday, prompting South Korea's military to fire warning shots.
