Poland Launches Cheap Housing Program for Families

WARSAW, Poland (AP) — Poland's prime minister announced on Friday a new program to provide cheap housing for families on low income, the second project the conservative government has launched to support large households.

Beata Szydlo said the "Home Plus" program, which still needs to be adopted by the government and parliament, will be largely financed from a National Housing Program that will make available state-owned land for construction of houses, making them cheaper. Construction of new apartment buildings should begin in 2018.

"The plan is to give dignity to the Poles, improve their living conditions," Szydlo said.

Large families will have priority, but the program is designed to help all those who cannot afford an own home. Rent will be some 10-20 zlotys ($2.5-5) per square meter (11 square feet).

The government estimates that some 40 percent of people in Poland, a nation of 38 million, cannot even afford to rent an apartment. Many live with relatives or struggle to pay rent.

Szydlo's Law and Justice party, which advocates a return to traditional Catholic values, promised before elections last year to improve the living standard of large families. The new program will benefit families that cannot afford to buy homes or get bank loans.

Earlier this year, the government launched a program granting families monthly payments of 500 zlotys ($125) for their second and subsequent children. The opposition says the programs are too costly.
