EU to Implement New Monitoring System to Enforce Rule of Law

WARSAW, Poland (AP) — The European Union says it's implementing a new monitoring system to ensure that all member states are complying with the bloc's rule of law requirements.

European Commission Vice President Frans Timmermans said Thursday in Brussels that an annual review of all 28 EU members will be held to determine if any issues have surfaced. He said that the purpose isn't to point the finger at individual countries, but to put in place a regular oversight process and "improve the common understanding of what the rule of law is."

The European Commission is in a dispute with Poland over the government's changes to the judiciary, which are seen as a threat to the rule of law. This week, the EU stepped up pressure on Poland to reverse the changes.
