Brazilian President Dilma Rousseff’s popularity remained near record lows only weeks ahead of a planned impeachment vote in Congress, an Ibope opinion survey published on Wednesday showed.

Rousseff’s personal approval rating held at 14 percent, according to the poll released by the National Industry Confederation, or CNI. The percentage of those who consider her government good or very good was 10 percent, compared with 9 percent in a previous poll in December.

The poll comes as the lower house of Congress prepares to vote next month on whether to impeach Rousseff on allegations she covered up budget deficits and may have financed her re-election campaign with graft money.

Rousseff has had a tumultuous month that included a wave of massive protests, accusations that she tried to obstruct a corruption probe, and a legal setback to bring her predecessor and mentor into government. On Tuesday, Brazil’s largest party defected from her governing coalition.

Ibope polled 2,002 people March 17-20 and the survey has a margin of error of plus or minus 2 percentage points.
