Amid Protests, Duterte to Address Congress Led by His Allies

MANILA, Philippines (AP) — President Rodrigo Duterte is to address a joint session of the Philippine Congress where his allies have greater control to press for his priorities like reinstating the death penalty and amending the pro-democracy constitution.

Duterte will deliver his state of the nation address at the House of Representatives on Monday, while thousands of protesters are to mass outside to call for his removal over a range of issues, including his brutal anti-drug campaign in which thousands of people have died. Military and police have been placed on full alert.

Duterte is expected to declare he will press on with his anti-drug crackdown despite international alarm. He said he would "educate" critics by explaining why his handling of territorial disputes with China in the South China Sea doesn't violate the constitution.
