UN Envoy: Afghanistan Not Headed for Collapse

KABUL — The top U.N. envoy to Afghanistan says the international community will continue supporting the war-wracked nation after United States and NATO combat forces leave by the end of 2014.

Jan Kubis says that he heard strong commitment for Afghanistan at a recent U.N. Security Council meeting. He says that commitment is not based on any thought that Afghanistan would collapse after 2014.

Kubis spoke at a news conference on Tuesday in Kabul.

His remarks counter those of Reto Stocker, the outgoing head of the International Red Cross mission in Afghanistan, who said Monday that civilians are in greater danger and with less hope for peace than when he arrived seven years ago.

The Brussels-based International Crisis Group said Monday there is a risk the Afghan government would collapse after NATO's withdrawal.
