Cuomo Sets Requirements for Schools to Open in New York

New York Gov. Andrew Cuomo said Monday that schools in his state will be allowed to reopen only if certain conditions are met, including a region’s daily infection rate of 5% or less as well as being in the fourth phase of easing restrictions to slow the spread of the novel coronavirus.

“We’re not going to use our children as guinea pigs,” Cuomo said in a briefing from his Manhattan office.

New York City is the only section of the state that has not reached Phase 4, but other requirements will be mandated, such as face masks worn by students, faculty and staff as well as daily temperature checks.

Schools will have to develop extensive cleaning and disinfecting procedures, according to guidelines issued by the state’s education department.

Cuomo said he’ll announce in early August which regions have met his qualifications for reopening in the fall.

“Once you get a green light to reopen, then how you reopen, you follow the guidelines,” Cuomo said. “And we leave it to the 700 school districts across the state to come up with the specific plan pursuant to those guidelines.”

Schools will have to close again if regional infection rates climb above 9%, when they would have to “hit an emergency stop button.”

Cuomo criticized President Donald Trump, who has threatened to withhold federal funds from schools who fail to reopen and continue to conduct lessons via computer.

“He was wrong on the economic reopening,” Cuomo said. “He’s wrong on the schools reopening. Everybody wants to reopen the schools. I want to reopen the schools.

 “You reopen if it is safe to reopen. How do you know if it is safe? You look at the data. You don’t hold your finger up and feel the wind. You don’t have an inspiration. You don’t have a dream. You don’t have an emotion. Look at the data.”
