Sixty-nine percent of registered voters polled in a new survey say President Donald Trump should not declare a national emergency to build a wall along the U.S.-Mexico border without Congressional approval.

The Hill-HarrisX poll asked 1,001 people what their views were on reports Trump was considering declaring illegal immigration a national emergency, and only 31 percent agreed with the concept.

Voters "want Congress to work, and they want Congress to work with the president," Carl Cannon, the executive editor of RealClearPolitics, said Monday on the Hill.TV's show "What America's Thinking."

Trump has been flip-flopping on the decision, and Monday said he would prefer not to declare a national emergency. The president is still demanding $5.7 billion to build the wall in order to end the partial government shutdown, but Democrats have refused to approve the amount.

An end to the impasse, which has reached its 23rd day, seems to be nowhere in sight.

"I've been waiting all weekend," the president wrote in a tweet Monday morning. "Democrats must get to work now. Border must be secured!"

"Nancy and Cryin’ Chuck can end the Shutdown in 15 minutes," Trum's next tweet read. "At this point it has become their, and the Democrats, fault!"
