New York Gov. Andrew Cuomo is planning to use an executive order to protect transgender people from discrimination in housing and employment, a person familiar with the plan said.

Cuomo, a Democrat, is set to make the announcement at an Empire State Pride Agenda dinner in New York on Thursday, said the person who spoke on the condition of anonymity because the plan isn’t yet public. The New York Times reported the move Thursday.

Efforts to make the changes through legislation have been repeatedly blocked by the Republican-controlled Senate. Almost 20 states have similar protections, according to the Human Rights Campaign, a gay-rights group in Washington.

Chad Griffin, the president of the Human Rights Campaign, said in an e-mailed statement that the action "is the moral choice to protect thousands of transgender New Yorkers and visitors."
