When the immigration bill goes to the floor of the Senate next week, Sen. John Cornyn, R-Texas, plans to introduce a amendment that will replace an entire section devoted to border security and re-work the national security and criminal justice titles, reports Politico.

Cornyn has gotten major input regarding the amendment from Sen. Marco Rubio, R-Fla., one of the Senate’s bipartisan Gang of Eight who, according to a Rubio aide, has been working with Cornyn on the amendment “for weeks.”

Cornyn, the Senate Minority Whip, is pushing for stricter border patrol provisional “triggers” before registered immigrants can apply for green card status.

His amendment would require 100 percent operational control of the Southern borders and that 90 percent of people crossing the border illegally be apprehended.

It would demand 100 percent border surveillance of each one-mile segment of the Southern border and an operational national E-Verify system before registered immigrants could apply for green cards.

Cornyn’s proposal also calls for the addition of 10,000 Border Patrol officers over five years and the availability of emergency funds for border control, including $1 billion a year in entry staffing and infrastructure.

The amendment would implement “serious misdemeanors” alongside felonies as a way to prohibit immigrants from pursuing legal status.

Those crimes include domestic violence, aggravated assault, child abuse, violation of a protection order and drunken driving.
