Rahm Emanuel Unveils Chicago ID Card Program

Chicago Mayor Rahm Emanuel unveiled an identification card program Thursday he said would open doors for people living in his city who do not have a driver's license.

Called the "CityKey," the cards will be free for the first 100,000 people. After that number is reached, obtaining a card carries a small cost.

"The CityKey — will bring all those different communities and more that are on the periphery, on the sideline, into our city. And when we say, 'Welcome,' we mean, 'Welcome,'" said Emanuel, according to the Chicago Sun-Times.

"If you do not want an ex-offender to be a repeat offender. . . . If you want somebody who's undocumented to feel comfortable to be able to drive their child to school, they have to be part of the city. . . . We don't even think about it — all of us who access every part of this city. When somebody says, 'Can I see your driver's license?' what that unlocks, what that smooths out and all the speed bumps that literally get eliminated because you have a driver's license. It has your picture. It has your access. And you're permitted in."

Emanuel sold the program as a way for people to enter cultural centers and use the transit system at a discounted rate, and noted library cards can be synced with the new identification cards. They will also serve as an official government ID.

One critic of the program, however, said the mayor could be trying to garner votes if he runs for reelection in 2019.

"I think it's all about votes," Chicago Alderman Nick Sposato told Fox News over the summer. "I mean, I think they're just trying to please a certain demographic in the city to say, 'Hey we're for you, we support you,' and I think that's what it's about."
