One-third of young Americans have been arrested, a study of 2015 data by the Bureau of Labor Statistics shows.

The study, part of the National Longitudinal Surveys, looked at about 9,000 people under the age of 25 through annual, hourlong personal interviews.

Deutsche Bank Chief International Economist Torsten Slok said he was surprised the number of youth who had been arrested was so high. (Deutsche Bank analyzed the data for the study.)

Deutsche Bank also noted that a tightening labor market has led to employers loosening their requirements for background checks, Yahoo Finance reported. Slok said that “tells us that we are getting very close to full employment.”

Another recent trend is to forego drug testing, especially for marijuana use, which is now legal in several states, Yahoo Finance reported.

Maurice Emsellem, program director of the National Employment Law Project, claims arrest records are viewed more unfavorably for men of color.

“There’s a lot of discrimination against young men of color, and a lot of employers assume incorrectly that young men of color have an arrest record. There’s a lot of racial bias inherent in the hiring process,” Emsellem told Yahoo Finance.

Retail is an area where background checks are still heavily used, Emsellem said, because the workers often handle money and deal with customers.

“The retail industry has done all sorts of things to try to dig up negative information on workers, period,” he said. “They have these databases. ... There’s all sorts of stuff that happens at the retail level.”

Emsellem also told Yahoo Finance the jobs available to those with criminal records often have low pay and unimpressive benefits, Yahoo Finance reported.
