Meals on Wheels is looking awfully wobbly as President Donald Trump's first budget proposes putting an end to the program that has funded the home food delivery service since 1974.

Meals on Wheels feeds 2.4 million people across the country and was designed to help the elderly and others in need by providing them with healthy meals, according to Fortune which noted the federal government has spent more than $150 billion on the block grant program since it started.

The 2018 budget plan released on Thursday plans to abolish the Community Development Block Grant program under which the Department of Housing and Urban Development currently funds Meals on Wheels.

The budget plan said the money has not been used effectively and said cutting the program would save $3 billion.

Besides HUD, funding cuts are planned for the Environmental Protection Agency, the Corporation for Public Broadcasting, the National Endowment for the Arts, and the Institute of Museum and Library Services. Increases are planned for the Department of Defense, Homeland Security, and Veterans Affairs.

Office of Management and Budget Director Mick Mulvaney referred to the proposal as “compassionate,” saying it saves taxpayers from putting money into a stagnant pot, according to Money magazine.

“You’re only focusing on half the equation, you’re focusing on the recipients of the money,” Mulvaney said at a press briefing on Thursday. “We’re trying to focus on the recipients of the money and the folks who give us the money in the first place. I think it’s fairly compassionate for us to go and say, ‘We’re not going to ask for your money anymore unless we can guarantee to you your money is used in a proper function.”
