An economist group has downgraded the U.S. from "full democracy" to a "flawed democracy" because of plummeting levels of trust in the government, political parties, and leaders — all of which existed before the 2016 election and paved the way for Donald Trump’s election to the presidency.

The Economist Intelligence Unit’s 2016 Democracy Index showed the U.S. slipped slightly below the level required to be labeled a "full democracy" like Britain, Australia, and others, according to USA Today. Instead, the EIU, which is part of a sister organization to “The Economist” newspaper, downgraded the U.S. to the level of democracies such as Italy, France and Costa Rica.

The study specifically states Trump was a “beneficiary” of the U.S.’s flaws, not the cause of them, and that the problems had “a long gestation,” USA Today reported.

“The U.S. has been teetering on the brink of becoming a ‘flawed democracy’ for several years,” the study said, according to USA Today, “and even if there had been no presidential election in 2016, its score would have dipped.”

Just 9 percent of the world’s population live in what are considered “full democracies,” with the biggest percentage, 45 percent, living in countries considered “flawed democracies,” Fortune reported.

Trust in the U.S. government has trended downward since the 9/11 terrorist attacks, the study documented, but the Iraq and Afghanistan wars, the financial crisis of 2008, and other events also contributed to the trust deficiency, USA Today reported.

Only 19 nations and 4.5 percent of the world’s population live in full democracies now that the U.S. has been downgraded. Norway scored highest in the report’s ranking, while North Korea scored lowest.
