Colo. GOP Chooses Donations Over Tax on Movie Tickets

Republicans in Colorado Thursday nixed a new 10-cent tax on movie tickets, instead opting to ask movie patrons to donate to the state’s film incentive fund, the Denver Post reported Friday.
 
State Rep. Tom Massey, a Poncha Springs Republican, amended a proposed bill so that it would be voluntary to put money into the fund that is used to attract film productions to the state.
 
"This program now is entirely voluntary," Massey said.
 
Theater owners who have been contacted agreed to set up donation boxes. Another idea being considered to support the program is developing a movie trailer that would be shown during previews to explain why the donations are important.
 
Republicans objected to asking for a fee increase without going to the voters. The state’s Taxpayer's Bill of Rights requires voters to approve tax increases. In recent years, the GOP has said fee hikes are a way to avoid that process.
