Tammy Duckworth won’t be allowed to breastfeed her newborn baby on the Senate floor, a former Senate parliamentarian says, because the infant would be a mere family member, not an esteemed senator. The senator would be exiled to a nearby restroom.

Alan Frumin’s opinion, given to Newsweek, comes after the expectant mother and Democrat senator from Illinois raised concerns about the challenges she may face by having her second baby and continuing her senatorial duties.

With the Senate rule against children on the Senate floor, Duckworth wondered what she was going to do if she had to vote and breastfeed her child.

“What do I do?” she wondered during an appearance on Politico's “Women Rule” podcast. “Leave her sitting outside? I can't leave her with a staff member. That's a conflict of interest, so am I allowed to vote? Can I not do my job?”

Frumin, who served as Senate parliamentarian for 19 years, told Newsweek that the “Standing Rules” governed who had floor privileges and “family members do not have floor privileges.”

He further pointed out that there was a women's bathroom “very close to the Senate, which I think would be available at least to provide some level of privacy.”

According to CNN, Duckworth technically isn’t even permitted to take maternity leave.

“If I take maternity leave, then I won't be allowed to sponsor legislation or vote during that time period,” she said.

However, the senator said she is determined to change the rules “so that other legislators behind me can continue to do their jobs but also look after their families.”

Duckworth is hoping that her pregnancy would encourage other women to get into office.

“It's a big deal because it shows women are finally getting to the halls of power and we need more of them, there's only 22 of them and it's not enough,” she said, CBS News reported.
