Senate Minority Leader Mitch McConnell criticized a new U.S.-China agreement related to climate change during a photo op Wednesday with incoming members of the Senate.

“The problem is the president continues to send signals that he has no intention of moving toward the middle,” McConnell said. “I was particularly distressed by the deal apparently he’s reached with the Chinese on his current trip which as I read the agreement requires the Chinese to do nothing at all for 16 years while these carbon emission regulations are creating havoc in my state and other states around the country.”

Obama called the deal to reduce greenhouse gas emissions a "historic agreement" and a "major milestone in the U.S.-China relationship," CBS News reported.

It sets a goal for the U.S. to reduce emissions by 26 percent to 28 percent by 2025, CBS News said. Chinese President Xi Jinping set a target for emissions in China, where coal plants still are being built, to peak by 2030 or earlier. Emissions there still are growing.

Republicans were gearing up for a fight over energy, and Sen. James Inhofe of Oklahoma called the deal a "nonbinding charade," The Los Angeles Times reported.

Inhofe is expected to succeed Sen. Barbara Boxer (D-Calif.) as chair of the Environment and Public Works Committee.

"The American people spoke against the president's climate policies in this last election," Inhofe said, according to the Times. "As we enter a new Congress, I will do everything in my power to rein in and shed light on the EPA's unchecked regulations."
