Jason Van Dyke, a Chicago police officer, was charged with first-degree murder Tuesday for allegedly shooting a black teen 16 times last October even as the man curled up in an "almost fetal position" on the ground.

According to the Chicago Tribune, Cook County prosecutors announced the charges one day before a judge-imposed deadline for the police department to release dashcam video of the incident. 

Some who say they've seen the video said that it shows Van Dyke, who is white, firing 16 bullets into 17-year-old McDonald, some in his back after he'd fallen to the street. An autopsy showed that some of the bullets did enter McDonald through his back.

Authorities said McDonald wielded a four-inch knife when confronted by Van Dyke, 37.

Daniel Herbert, the officer's lawyer, said McDonald did not comply with "numerous police orders to drop the knife."

On Thusday, Cook County judge Franklin Valderrama ordered that the video be released by Wednesday at the latest.

"In accordance with the judge’s ruling, the city will release the video by Nov. 25, which we hope will provide prosecutors time to expeditiously bring their investigation to a conclusion so Chicago can begin to heal," Mayor Rahm Emanuel said last week, according to The New York Times

Van Dyke has worked for the Chicago Police Department since June 2001. He is the first Chicago police officer to be charged with murder for an on-duty death in nearly 35 years, the Tribune noted.

Records show he is a highly decorated officer, but he has also been the subject of many complaints from citizens, who've alleged excessive force and the use of racial slurs in the past.

Van Dyke voluntarily turned himself in to police when the charges were brought, and he's expected to attend a bond hearing Tuesday afternoon.

Many commentators said the charges were likely announced Tuesday in an attempt to prevent any possible violent community reaction to the video, as was seen in Ferguson, Missouri, in recent years.
