Refund all checked baggage fees, says President Barack Obama's administration, if you're kept waiting after your flight. If a lameduck president gets that, even if by executive order, it's surely something everyone would remember him for.

Like many legacies, though, the Devil is in the details.

According to NPR, the new proposal would require airlines to refund the checked baggage fee if luggage is “substantially delayed,” while rubbing it in that many people have had to pay $25 or more to check a bag when flying.

“If you pay the baggage fee and your bags are not returned to you in a timely manner, you’ve essentially paid for a service you’re not getting,” said Transportation Secretary Anthony Foxx, per NPR aviation reporter David Schaper.

The New York Post notes that the government already requires airlines to provide passengers with a refund when their luggage is lost and explained how it's now pushing for refunds when bags are delayed:

Congress assisted the Transportation Department in an aviation bill that was passed in the summer. The bill only requires airlines to refund checked bag fees when a passenger’s luggage is delayed for 12 hours or more for domestic flights. That same fee is to be refunded when a passenger’s luggage is delayed for 15 hours or more for international flights.

“The travel community is grateful that the administration continues to shine a light on many of the more frustrating issues that ail the air travel experience in the U.S.,” said Roger Dow, chief executive of the U.S. Travel Assn., per the Los Angeles Times.

A trade group for the nation’s airlines has voiced warnings, though, implying that too many rules could backfire.

“Efforts designed to re-regulate how airlines distribute their products and services are bad for airline customers, employees, the communities we serve and our overall U.S. economy,” said Nicholas Calio, president and chief executive of Airlines for America.
