2-Year-Old Hostage Safe After Police Standoff With Burglary Suspect

A 2-year-old hostage is safe after being rescued by officers in Rapid City, South Dakota, following a six-hour standoff with a burglary suspect.

Rapid City Police Chief Karl Jegeris said the standoff ended around 10:30 p.m. Tuesday when the Rapid City/Pennington County Special response Team forced entry into the home and arrested Raymond Cuny, 32, of Rapid City.

The police department said earlier Tuesday that officers were initially called around 4 p.m. to a burglary in progress. The suspect fled and ran into a nearby home.

Police said in a news release that several adults and children were able to get out of the home, but the suspect took the 2-year-old boy hostage.

Rapid City Police spokeswoman Tarah Huepel said the suspect did not know the child nor the residents of the home.

Authorities had on-and-off communication with the suspect during the standoff and evacuated several nearby houses, Jegeris said. Initial reports indicated Cuny had a firearm. Around 10:30 p.m., the special response team forced entry to the home and rescued the child using distraction devices and door-breach rounds, but no shots were fired.

Cuny was arrested on suspicion of second-degree kidnapping, second-degree burglary, and two outstanding warrants. Additional charges are pending.

Pennington County Sheriff Kevin Thom said during a news conference Tuesday night that the suspect had two active felony warrants prior to the incident.

The child and his family members were not immediately identified.

At one point, as negotiations were continuing, armored vehicles towed other vehicles away and pulled out fences.

"There were a lot of intense moments tonight," Jegeris said, adding that, "we are extremely thankful that the child is safe and has been returned to his mother."

"On behalf of the Rapid City Police Department, Pennington County Sheriff's Office, and South Dakota Highway Patrol, I am extremely proud of the Special Response Team and their heroic efforts," Jegeris added.
