There’s a powerful irony to the charges that President Trump has been soft on Vladimir Putin and the Russians: His administration already has been much tougher on the Russians than Barack Obama was during his entire presidency.

That may run counter to the Beltway narrative. But the fact is former President Obama took extreme measures to avoid crossing swords with Putin.
