Post-Parkland, Experts Ask: Did Obama's 'Promise Program' Cost 17 Victims Their Lives?

The news prosecutors will seek the death penalty for 19-year-old Nikolas Cruz stemming from the Feb. 14 mass shooting in Parkland, Florida, that left 17 dead is drawing attention to whether an Obama-era policy to keep student offenders in school, rather than saddling them with a criminal record, contributed to the tragedy.

Citizens steeped in the contemporary "see something, say something" mantra gave authorities warnings at virtually every level — school officials, the sheriff's office, state officials, and the FBI. Public records show sheriff's deputies received about 40 calls regarding Cruz and his family in the decade leading up to the mass shooting at Marjory Stoneman Douglas High School; yet, somehow the shooter was able to march into the school and open fire.
