Indeed, the Bush administration's decision to sell some – but not the best- weapons to Taiwan is a classic example of playing "too cute by half."

Or, to put it another way, they went some of the way toward helping Taiwan defend itself – but not the full way.

Why not?

Because this administration – like the two preceding it – is clearly
