U.S. Forces on Heightened Terror Alert

A Fifth Fleet spokesman in Bahrain would not confirm forces were on Threat Condition Charlie, the second-highest level of alert, but did say the 2,000 troops there were on "heightened alert."

The State Department issued a worldwide warning Tuesday that the conviction of associates of terrorist financier Osama Bin Ladin for the bombings of the U.S. Embassies in Nairobi, Kenya, and Dar Es Salaam, Tanzania, has raised the possibility that Americans abroad may be targeted by his Al-Qaida organization.

U.S. Central Command headquarters refused to comment on the alert, for security reasons.

"We're not talking threatcons in the [area of responsibility] anymore. It's a conscious decision we made months ago," said a CENTCOM official.

U.S. forces in Bahrain and Qatar were put on "Threatcon Delta" - the highest level of alert - immediately after the bombing of the USS Cole in the port of Aden, Yemen, in October. The threat status was relaxed several months later. The rest of Central Command forces, which operate in the Middle East, went to Threatcon Charlie.

Threatcon Charlie "applies when an incident occurs or intelligence is received indicating some form of terrorist action against personnel and facilities is imminent," according to military documents.

Bahrain houses the command-and-control headquarters of the U.S. Navy's Fifth Fleet, which operates in the Gulf as a component of the U.S. Central Command.
