U.N. Inspectors Arrive in Baghdad

Chief arms inspector Hans Blix, addressing the U.N. Security Council, said that Iraq had pledged full cooperation but that it might have problems meeting its Dec. 8 deadline because of discrepancies in what it must tell the U.N.

On the crucial issue of access, Iraqi officials said last week "that the entry into a presidential site or a ministry was not exactly the same thing as entry into a factory," Blix said, according to his briefing notes.

The resolution allows inspectors to go anywhere at anytime. "We said we would inspect all sites on an equal basis," Blix said at a news conference later.

A source in Baghdad with the United Nations Monitoring, Verification and Inspection Commission said 12 of the inspectors were UNMOVIC experts and the remaining five belonged to the International Atomic Energy Agency, a U.N. specialized agency.

The source said the inspectors, who flew from Cyprus aboard a U.N. plane, carried modern equipment including a Red Line communication system to be used to secure quick and direct contact between the U.N. inspectors and the Iraqi authorities for resolving any incident that might occur during inspections, due to start Wednesday.

About 90 international inspectors will be divided into six groups to carry out inspection of Iraqi sites suspected of containing weapons of mass destruction. Later, the number of inspectors will rise to about 300 from UNMOVIC and IAEA and will include Arab experts from Jordan and Morocco.
