President Bush put it well when he said the cowards responsible for this dastardly deed

As we begin to sift through the rubble in lower Manhattan in a desperate search, first for survivors and then for thousands of victims, we must as a nation finally resolve to take all measures necessary to prevent any future terrorist attacks.

That Osama bin Laden has been free for eight years since the 1993 World Trade Center bombing, as well as the more recent bombing of the U.S.S. Cole, is utterly unacceptable.
