Attorney General John Aschcroft said that on each of the crashed planes there were three to six people armed with knives and box cutters or making bomb threats.

He also said:

FBI Director Robert Mueller told reporters that there were 4,000 agents assisting investigations, including lab personnel at all sites, and an additional 3,000 support specialists.

Their objectives are:

Manifests have been used as evidence, many of the hijackers have been identified, and associates are being pursued. However, there have been NO arrests, only immigration holds, Mueller said.
