Army Secretary Thomas White warned the perpetrators of the attacks on New York and Washington that the United States would exact retribution. "I would …watch carefully because you are about to see America in its finest hour," said Army Secretary Thomas White.

Army Chief of Staff Gen. Eric Shinseki echoed that resolution.

"We are in pain, but we are also angry," he said. "The Army is ready. Any attack against our people, against the country, may stun temporarily, but the nation will prevail. It will absorb these blows. … We will fight, we will win and we will battle our nation's wars.

"The Army is strong," he said. "It is ready."

Among the missing is Lt. Gen. Timothy Maude, who was the deputy chief of staff for personnel in the Army. He was holding a meeting in a conference room at the time around the area of impact; he had just moved his office to the outer ring where the plane hit.

Defense agencies lost 10 personnel. The Navy lost 33 military personnel and nine civilians.

"The Navy has been touched in a broader way in that some of the individuals on the aircraft were in the Navy family," Chief of Naval Operations Adm. Vern Clark said Thursday. "For example, one of our petty officer's 11-year-old child was on the plane and headed for the West Coast.

"We have been touched in a broad way ... This is a day and period that the Navy family is once again pulling together ... I want the whole world to know that this Navy officer is mighty proud," he said.

Navy Secretary Gordon England said he considers the missing combat casualties.

"I guess with terrorism everywhere is a combat zone, New York was a combat zone and the Pentagon was a combat zone," England said.

The Pentagon is undergoing a 10-year, multi-billion renovation program. The impact area is part of the first new "wedge" to be renovated, so some of the offices were not yet occupied. The area immediately adjacent was also less occupied than normal as people were moving out of the area in advance of the second wedge renovation.

The death toll from the Pentagon attack will rise, however. The Pentagon's numbers don't include the passengers and crews on the American Airlines aircraft that rammed the building. Also not included in the estimate are a number of Washington schoolchildren who were touring the Pentagon with some of their parents.

Search and rescue operations are continuing Friday, with little hope of finding any survivors after the plane crash, collapse of part of the building and ensuing fire.
