Palestinians: Elections by Year's End

The statement was issued after the weekly meeting of the Cabinet in the West Bank town of Ramallah, chaired by Palestinian leader Yasser Arafat.

"Democracy can be only achieved by holding elections," the statement said.

"There was a national consensus to hold the legislative and presidential and municipal elections ... by December 2002," said the statement, stressing the importance of the Palestinian democratic process.

The Palestinian leadership decided that a ministerial committee -- which would be formed to prepare for the municipal elections in cities, towns and villages -- would start work soon.

The Palestinian Authority called for international help to ensure Palestinian "democratic rights" would not be affected by "the apartheid implemented by the Israeli government" against the Palestinian people.

The statement said the Cabinet also discussed rebuilding the authority's security apparatuses, adding that reshuffling the security apparatuses had been considered "to serve the security of the Palestinian residents."

The Palestinian leadership condemned the arrest of Marwan Barghouti, a Fatah leader in the West Bank, who was arrested and detained by the Israeli security forces when the Israeli army invaded Ramallah in April.

The Palestinian Authority called on the world and the Israeli government to release Barghouti as soon as possible since he is a member of the Palestinian Authority's legislative council.

The Cabinet also condemned Monday's suicide bombing in Petah Tikva which killed three people, including the bomber. An anonymous caller to a Lebanese television station asserted that the attack was carried out by al Aqsa Martyrs Brigades.
