Friday, 17 May 2002 12:00 AM

Charged with conspiracy to damage and destroy property with the use of explosives were Imrahn Mandhai and Shueyb Mossa Jokhan.

Mandhai, a 19-year-old citizen of Pakistan, was also charged with recruiting Jokhan, 24, a naturalized U.S. citizen from Pakistan. The indictment said there were also unindicted co-conpiratorsm involved, known and unknown.

It said that after the bombings of the power stations and armory, they planned to submit a list of demands to the United States and other governments around the world.

It said they tried to buy AK-47 assault weapons at gun shops and gunshows for jihad (holy war) training and operations, the indictment said.

In addition, they tried to get an individual described as a mujahedin fighter committed to the jihad released from prison.

The investigation was conducted by federal, state and local authorities.

"This case represents a coordinated multi-front effort to identify and prosecute those who would engage in conduct that threatens public safety and national security," U.S. Attorney Guy Lewis said.

The maximum penalty is 20 years in federal prison and a $250,000 fine. Mandhai faces up to five years in prison and a $125,000 for recruiting Jokhan.

The two made their first appearance in court Friday, and a detention hearing was set in federal court for next Friday.
