Miami Set to Begin Recount

Circuit Judge Margarita Esquiroz denied the motion to delay the machine scan, but she set a hearing for Monday on the merits of the case.

Republican attorneys Miguel De Grandy and Roberto Martinez argued by telephone with Esquiroz for about an hour, contending the scan would further damage the ballots.

County Judge Laurence D. King, chairman of the county canvassing board, said the machine scan should begin immediately.

Elections workers were using an automatic reader on Sunday to separate the under and over votes from the rest of the ballots, but all of them will be hand counted.

Supervisor of Elections David Leahy said the under votes, ballots with no vote for Republican Texas Gov. George Bush, Vice President Al Gore or any other candidate, will automatically go the county canvassing board for perusal.

He said there were about 10,750 of those votes to consider.

Elections staffers and those hired for the vote, with the help of observers from the Republican and Democratic parties, would then examine the rest of the ballots, with those that are in question going to the three-member board for a final decision.

Leahy said the hand count will begin with 15 tables of two counters and two observers at 8 a.m. Monday, with 10 more tables to be added later in the day. A full operation will begin Tuesday, with two shifts of 15 tables each.

He said they hope to finish by Dec. 1, counting 61 precincts a day.

With the additional six votes added to the machine recount, Gore collected 382,802 votes, or 53 percent, to 289,533, or 47 percent, for Bush, who holds a 300-vote lead in the state.
