Mexico Gets WTO Back on Track

The conference will be held in the Persian Gulf city of Doha, Qatar from Nov. 9-13.

The Mexico meeting was organized secretly to avoid the protests and disturbances by anti-globalization groups that marred the third WTO ministerial conference held in Seattle in the United States in December 1999.

Seattle was judged a failure not only because of the extent of the disturbances that took place but also because the talks themselves did not lead to agreement on a fresh round of trade negotiations. The meeting failed to overcome tensions between the United States and Europe and between developed and developing countries.

The aim of the Mexico meeting was in part to help avoid a repeat of the Seattle failure in Doha. Officials were not seeking in Mexico to reach any fresh agreements but rather to air disagreements and define the obstacles that need to be overcome in order to improve the chances of successful negotiations in Doha in November.

The Mexico meeting appears to have achieved its limited objective. Robert Zoellick, the U.S. trade representative said that the talks had been "excellent." The meeting also passed off without any disturbances, although a small bomb exploded in Mexico City Saturday morning, without any casualties. The bomb was placed near a Chevrolet car dealership and may not have been directly related to the trade talks.

In August a little known group calling itself the Fuerzas Armadas Revolucionarias del Pueblo (Revolutionary Armed Forces of the People) exploded bombs outside a branch of Banamex, a Mexican bank bought this year by the U.S. bank, Citicorp.
