McCain, Kennedy Ready to Unveil Immigration Plan

But many conservative legislators believe that providing undocumented workers with a means to obtain citizenship amounts to an amnesty for lawbreakers.

"Why should we conform our immigration laws to the will of lawbreakers who've been willing to crash the borders?" said Dan Stein, president of the Federation of American Immigration Reform.

The House has already passed a "Real ID" bill requiring new national standards for states to meet in issuing driver's licenses, which will help identify illegal aliens.

The McCain-Kennedy measure "is a perfect transition after the Real ID," said Michelle Waslin, director of immigration policy at the National Council of La Raza, an immigrant advocacy group.

But Dan Stein insists lawmakers should focus on stemming illegal immigration rather than changing laws to accommodate those who have entered the country illegally.

"The Minuteman Project torpedoed a long-standing myth that the federal government is incapable of enforcing immigration laws," he wrote in a editorial.

"Let the Minuteman Project serve as a warning for those in positions of power: You ignore the rising clamor for dramatic immigration reductions at your peril."
