Human Rights Chief to Sign Agreement with China

The accord will reportedly be a significant step toward technical cooperation between the U.N. and China in their rocky dialogue over human rights after two years of negotiating in Geneva.

"The significance is that this is the first time we have had a formal agreement with China on cooperation in the field of human rights," said U.N. spokesman Jose Diaz. "I think it bodes well for the future of human rights in China."

China has many critics in the field of human rights and religious freedom, two issues Robinson is expected to raise during talks with Chinese President Jiang Zemin and Vice Premier Qian Qichen.

Robinson, who arrived in Beijing early Monday, has been to China three times since taking the job as U.N High Commissioner on Human Rights in 1997. During a previous trip this year she failed to reach an agreement with Chinese leaders for the memorandum.

Similar agreements have been signed between the U.N. and many other countries, and have included projects such as training by U.N. teams for soldiers, police and legal officials.

Robinson is also expected to discuss the ratification by China of two international rights treaties that would guarantee civil political rights as well as social and cultural concerns.
