Gunman Kills 14 in Swiss Parliament

Thursday, 27 September 2001 12:00 AM

Among those killed were three members of the local government of Zug, and a number of parliamentarians. Switzerland's Tele24 TV station identified the local ministers killed as the heads of Zug's health, construction and police departments. At least 10 other people were injured in the melee. There were more than 80 people in the building at the time of the attack.

Police closed off the central part of Zug, and some 30 ambulances were rushed to the parliament building.

Authorities said the suspect, identified as Friedrich Leabacher, 57, from Zurich, disguised himself as a police officer and entered the parliament building about 10:35 a.m. Thursday. He fired at least five shots at lawmakers before setting off a "package" of explosives. There were conflicting reports as to whether the man killed himself or was shot by someone else.

Police spokesman Claudio Palli, in a telephone interview, said, "Presumably he committed suicide."

Palli said the man left a suicide letter in which he complained of the Zug government not working with the canton's citizens, particularly regarding children's services. According to police, the letter accused the parliament of working on behalf of the "Zug" mafia.

A statement issued by Switzerland's Federal Council deplored "the terrible and incomprehensible act" imperiling the foundations of Swiss communitarian life, and expressed concern about spiraling violence in the country.

Federal investigators were working with cantonal authorities in the inquiry, the statement said.

Zug is on Lake Lucerne, about 12 miles south of Zurich.
